UMPIRE
Often times the two independent appraisers cannot come to an agreement. When this happens, it is referred to as an impasse. When the two appraisers are at an impasse a third appraiser, acting as the umpire will get involved. The umpire will look at the evidence of the claim presented from both sides and make a final judgement/award. This final award is binding to all parties.
